Vince Lombardi

Peter S. Puglionesi, P.E., DEE - Principal


Mr. Peter S. Puglionesi, P.E., founder of Applied EHS, has been providing EHS and risk management and engineering solutions for more than 34 years across the country and internationally for the water, wastewater, power, pharmaceutical, chemical, automotive, electronics, defense, food, metals, and other industries as well as for numerous government operations. In addition to his EHS work, he is a recognized expert in emergency planning and response, process safety and catastrophic risk management and has authored numerous books, guidance documents, articles, and other publications for government agencies and professional associations.

Mr. Puglionesi has helped many organizations and facilities develop, improve and implement a variety of EHS and Risk Management Programs and EHS “excellence” programs (e.g., EMS, P2/E2/DfE, job safety/hazard analysis), developed and conducted training, led interactive workshops and developed policies, procedures and guidelines. Mr. Puglionesi has published numerous articles on new regulatory requirements and voluntary EHS “excellence” programs.

Mr. Puglionesi is an active participant in a variety of activities in support of developing sound EHS management practices. He was past Chair of the AWWA Hazardous Materials Committee and PA AWWA Security Committee, past member of the Center for Chemical Process Safety (CCPS) technical steering and PSM documentation committees, past member of the AWWA H&S Committee, current member of the AWWA H&S Committee and NJ AWWA Operational Risk Committee, has led and/or participated in preparing an AWWA Manual on Health and Safety, two AWWA Research Foundation guidelines and two CCPS books, and has presented at numerous professional conferences and workshops. Mr. Puglionesi has provided training and for industry and professional organizations such as the AWWA, AwwaRF, CCPS and The American Pulp and Paper Institute. He has a B.E. and M.S. in Chemical Engineering.

David C. Baird, III, CSP


Mr. Baird has 24 years of consulting experience in EHS and Risk Management Programs development and implementation. He has led and participated hazard assessment and mitigation, response planning, pre-startup review, training, drills and exercises for more than 50 facilities prior to, during and after construction. He has developed numerous Risk Management Programs, prepared O&M procedures and audited existing programs. Mr. Baird has developed numerous individual hazard (e.g., SPCC, chlorine) and multi-hazard emergency response plans. He has also completed numerous Process Hazard Analyses, Job Hazard Analyses and consequence assessments for toxic, reactive, and flammable chemical processes.

Mr. Baird has helped many organizations and facilities develop, improve and implement a variety of EHS, Risk and Emergency Management programs (e.g., Accellent Inc., Duke Energy North America, North American Energy Services, Lower Colorado River Authority, American Water Works Company, Swiss Valley Farms, etc.), developed and conducted training, led interactive workshops and developed policies, procedures and guidelines. He was a key technical lead in supporting a 6000 employee organization develop and implement RMPs at numerous facilities and meeting an order requiring EHS program assessments, over 300 site audits, compliance action plans, committee formation and support, EHS procedure development, EHS audit program development and auditing, EMIS development and action tracking and management.

Mr. Baird participated in developing an AWWA Manual on Health and Safety, two AWWA Research Foundation guidelines and has presented numerous papers. He has a B.S. in Fire Protection and Safety Engineering Technology.

Scott M. Tyler, P.E.


Mr. Tyler has 30 years of experience providing analysis, design, and engineering solutions for loss and risk control in high hazard industries. He has provided chemical process, fire, life, nuclear, and occupational safety consultation services in industry sectors including nuclear and fossil power, petro- and basic chemical, water and wastewater, semiconductor, food processing, automotive manufacturing, and nuclear enrichment, fuel cycle and waste facilities. Mr. Tyler has led and participated in hundreds of hazards analyses using qualitative and quantitative methods on toxic, flammable, reactive, and radioactive chemical processes. He has developed scores of process safety, risk management and state analog programs including hazard and consequence assessment with full program development including administrative, operating and maintenance procedures and related elements. He assisted a 6000 employee organization in developing and implementing RMPs at numerous facilities.

Mr. Tyler has developed and conducted training, led interactive workshops and developed policies, procedures and guidelines. He is experienced in EHS program / procedure development and assessment, site auditing, compliance action plans, and action tracking. He is experienced in assessment and development of multi-hazard emergency response plans and specific hazard plans (e.g., SPCC) and was co-author of an AWWA publication on Emergency Management. Mr. Tyler also has extensive experience in the application and evaluation of federal, state, local, and model building codes and standards as well as fire protection systems design experience. He is a member of the NFPA 30, Flammable and Combustible Liquids Code Technical Committee. He previously held a Top Secret (Q) security clearance. He has a B.S. in Fire Protection and Safety Engineering Technology.

Deirdre Wilson


Ms. Wilson has over 30 years experience with organizations such as General Electric Company, OSRAM, Lonza, Sequa, ATC, World Environmental Center, Applied Sustainability, Areva and Applied EHS in developing and implementing EHS and PSM compliance programs and management systems, EHS compliance and EMS/ISO 14001 and 9000 audits, sustainability and product/process stewardship, GHG emissions inventories, regulatory permitting and reporting, training (PSM, RCRA, SPCC, TRI, OSHA, etc), and ESA’s. Her expertise includes environmental oversight for industrial and pharmaceutical facilities, including permits; compliance auditing; Responsible Care and government advocacy; integrating Title V requirements for effected businesses (Chromalloy, ARC, Precoat); Environmental due diligence in acquisitions/divestitures and associated remediation.

Ms. Wilson participated in developing many international standards like World Resource Institute (WRI)/ World Business Council on Sustainable Development’s (WBCSD) Greenhouse Gas Protocol / Greenhouse Gas (GHG) accounting standards; the International Organization for Standardization (ISO) Technical Committee 207 in the development of the ISO 14001 Standard on Environmental Management Systems and ISO 14031 Standard on Environmental Performance Evaluation. She has a B.A. Anthropology and Geology.

Joshua Kaplan, CSP


Mr. Josh Kaplan, Environmental, Health and Safety Specialist, has been providing EHS, Risk Management and engineering solutions for more than 30 years across the country for industrial and government clients. In addition to his EHS, RMP and engineering work, he has extensive experience in construction management, project management and industrial operations. Mr. Kaplan has helped many organizations integrating corporate health and safety programs within project structure to ensure project personnel/client safety and overall project success. He has helped develop and manage PCB and waste management programs for a major design and construction management organization. He has implemented lockout/tagout in an industrial environment, developed O&M and Training manuals, developed Health and Safety plans and delivered EHS orientation programs. Mr. Kaplan has completed site-specific safety hazard assessment, prepared operating and maintenance procedures and implemented existing procedures. Mr. Kaplan has completed permit applications, exemption requests, RCRA/Solid waste annual reports, EPCRA hazardous material inventory annual submittals, TRI reports and a variety of other EHS functions. He has a B.E. in Chemical Engineering and M.E. in Environmental Engineering.

Thomas Marks, P.G.

Mr. Thomas Marks has over 26 years of experience with organizations such as Weston Solutions, Inc. AMO Pollution Services, Terra Tek, Tetrahedron Consultants, Marks Environmental, Inc and Applied EHS in geology and hydrogeology. Extensive experience in Environmental contamination assessments; Remediation; Brownfields redevelopment; buyer-seller agreements for financial institutions; Beneficial reuse of industrial wastes; Hydrogeologic and geochemical investigations of groundwater, surface water, sediment, and soil; and water supply permitting. O&M of groundwater and soil remediation systems; Low flow sampling; Pumping and packer tests. aerial photograph analysis, soil gas analysis, test pits, and soil sampling. He has a B.S. and M.S. in Geology.
 

Thomas Petersen, P.E.

Mr. Thomas Petersen, has 32 years of environmental engineering and health and safety experience with organizations such as Bellco Pollution, NYCDEP, Mabbett, Capaccio & Associates, RMT, McLaren/Hart, Dames & Moore, Roy F. Weston, Inc. and EE Solutions in project management, process safety management, air quality compliance, strategic planning, and environmental control systems design for a range industries food, chemical, pharmaceutical, printing and surface coating, electronics, metals, automotive, and other industries. His areas of expertise include air quality strategies and permitting; industrial hygiene; environmental management systems; industrial ventilation and air pollution control systems design; process safety management; dispersion modeling; and environmental litigation support.
 

Bramwell Reed, CSP, CPEA

Mr. Reed has over has 32 years experience starting in plant operations with the US Navy and then working with organizations such as Duke Engineering, Areva, General Electric and Applied EHS as a safety professional performing auditing, hazards analysis and control and safety program implementation/oversight. Key areas of expertise include management and quality assurance for large scale EHS compliance audits efforts for general industry and construction, construction safety oversight (including daily operations and HASP reviews/compliance); EHS Program development and implementation; health physics and radiation protection. He has extensive hands on EHS management experience from the perspective of daily implementation and compliance. He has a B.S. in Nuclear Technology and M.S. in Occupational Safety.
 

Richard Jacobsen

Mr. Jacobsen has over 36 years experience with organizations such as Raytheon Engineers and Constructors, Jacobsen Safety Consulting, Areva NP and Applied EHS. Mr. Jacobsen is an accomplished health and safety professional with extensive experience developing and leading world class Health and Safety programs in the manufacturing, industrial and construction industries including Chemical, Petro-Chemical, Fertilizer and Construction. He has significant expertise in EHS program development and management of safety programs including a focus on accident reduction and insurance issues; safety and health auditing; training; employee motivation and safety awareness. During his 26 years at Raytheon Engineers Mr. Jacobsen was supported for Presidential Appointment to the post of Assistant Secretary of Labor for OSHA. He has a B.S. in Safety and Health.
